Baseball: why do some ballparks have areas in deep center field unavailable as seating to the public?

Fenway and Yankees, for example, have what seems like perfectly good seating areas in deep center field, covered with some sort of tarp. Areas immediately to left and right have fans, so I don’t understand what the issue is. Any takers?

It’s called the batter’s eye — a solid area of dark color to contrast with the baseball and aid the batter in picking it up coming from the mound. Much easier than trying to see it approaching out of a sea of shirts and giant foam fingers and pink caps and such.
